The session is taking place after the council members failed to nominate a new team to take up the EU’s top jobs as the summit in Brussels was suspended on Monday for a second time in two days. "I think we realised yesterday that the EPP [European People's Party] had a bug and I hope during the night they had a reboot and they are able to work together this morning," said Luxembourg Prime Minister Xavier Bettel as Manfred Weber, the conservative party’s top candidate for the role of President of the European Commission remains highly contested by France. The debates come nearly a month after the European Parliament elections. The participants are debating nominations for top posts in the four main EU institutions: European Commission, European Council, European Central Bank and European Parliament, as well as the position of a new foreign policy chief.
