* 1st prepare a 2 cup of boiling water * 2nd add 3 big spoon of sugar to level 2 1/2 cups * 3rd add vinegar to the level of 3 cups *4th add 2 tbs of ground chili *5th add fish sauce to the level of 3 1/2 cups. only add finely chopped garlic when you are ready to serve.
