This was a random sony junk deck I picked up off ebay. Turns out it had a pretty common issue with alot of these Sony decks from what I looked up. Turns out its a stuck open S902 switch that causes the deck to shuffle its controls like Eject being power ect...
$5 fix and it's now working fine.
