Cloth Simulation to Bone Animation in Blender 2.79

Add a plane for our flag
rotate it 90* on x for sansar animation
subdivide it
unwrap the UVs for texture
add an armature for animation
rotate it 90* on x for sansar animation
rotate it into place and apply the pose as the rest pose
create the base bone structure for the flag
name the bones so you can find them easily
snap the bones to the vertices
extrude the bones to the next set of vertices
name the bone animated flag and parent it to the armature with automatic weights
fix any weight painting that may be wrong, with autonormalize checked
set up the vertex groups (bone) for the cloth simulation pinning, I use the A bone for pinning
duplicate the bone flag
clear its parent keeping the vertex groups
rename it cloth, for the cloth simulated flag
set up your cloth simulation and adjust it till you are happy with it
I hid the cloth simulated flag to get it out of the way
put the armature into pose mode
select each bone and add constraint 'track to' to it
target the cloth flag, and the vertex group named after each bone
I skip ahead to finished flag
select all the bones and bake their pose animation
check visual keying and clear constraints
select the bone animated flag, and the armature and export with sansar rigged clothing settings
