Wood floor sanding staining failed. Sticky surface. Uneven color.

Wood finishing project. Hired someone to do the job. But he didn't do it right. He applied stain after sanding but did note wipe the excess stain. This end up sticky surface. Can't find a solution to clean the sticky surface.
