Chinese nationals and companies were targeted for destruction, but Taiwanese and Korean firms have complained that their facilities have been caught up in the storm. Tensions were sparked when Chinese oil-extraction vessels entered waters around the Paracels islands, to which Vietnam maintains territorial claims. Dozens of foreign factories were burned down, while reports in Chinese newspapers have said that at least 16 Chinese nationals have lost their lives in clashes at a Taiwanese-owned steel mill in Ha Tinh province.
