Upgrading my scrolling sign

The scrolling text sign on my work bench has been showing some instability recently. Which isn't a huge surprise, since It was just thrown together "temporarily" on a breadboard a couple of years ago. Today, I finally got around to making it more reliable and more permanent. I know someone is going to ask...
