Tobi is the most recent SAM reward for SAM #12! Which means he got a new 4* and ultimate to play around with. How does his kit hold up now with his new jutsus? Jutsu description below.
His ultimate, is an explosive projectile that does medium damage and also inflicts attack reduction, defense down, evasion reduction, and critical hit rate reduction. This ult is pretty solid, but for level 1, most of the time you would need to ult from far away to kill.
His new 4*, Bomb Ball Great Plain Jutsu, is a Teleport (that costs 150cp) that leaves behind bombs that explode after a brief delay, causing damage and knocking enemies up. Combo with his other teleport to zip across the map and make it easy to dip out after making a minefield.
His old 4*, Impaling Headbutt, lunges himself toward the enemy, knocking enemies back and causing damage. This jutsu is quite bad as the recovery from using the jutsu is way too long. He gets his head stuck in the ground after using it and cant really follow it up with anything else, leaving him wide in the open for counter-attack.
His first old 3*, Long-Distance Bomb Attack, sends out two explosive bombs that bounce toward the enemy in a line, knocking back enemies and dealing damage. This is a fairly decent jutsu to follow up with his Bomb Plains. It is also much quicker to use than the Headbutt.
His last old 3*, is Teleport Jutsu, which lets Tobi blink a set distance and further adds to Tobi's mobility.
Overall, Tobi is painfully average at best. He lacks damage but he has an extreme amount of mobility. His ultimate isn't too reliable however, level 1, as it tends to leave people alive, even point blank. He will probably see as much play as Haku (which is none) and will be just a niche pick or for fun. His kit is very fun to use as you are teleporting everywhere.
