Tascam DA40 DAT No Record Plays fine. Part 2 of a unit I started on 2 years ago

This is the DAT I picked up 2 years ago, fixed the preamp, and put the wrong belt on it to get it playing. Had no VU meter display, no time code read, and no record. Set it aside until today when I found the proper belt. Lets see why this beast is not recording.
