This is the final boss in the game, called Meowser. Lol. You fight him at the end of the game, in the final mission to save the Head Chief Toad, called "Meowser Showdown". Pretty much the whole level is a cat and mouse game, and in the end you fight him for like a minute. Still Cool looking boss!
