The question of debate was the freedom of speech on social media. Karnika Seth, Cyber Law Expert was one of the Panellists. A PIL was filed by Shreya SInghal on the ground that section 66A of the IT Act is unconstitutional. The Supreme Court struck down Section 66A declaring it to be unconstitutional. A question arose whether there is a need for a new provision in place of section 66A under IT Act as many offences are already covered under the IPC and there are other Acts as well. According to cyber law expert, Karnika Seth, there is a need of a new provision the IT Act as provisions of Indian Penal Code are not enough. It only supplements the IT Act. She further added that the impact of internet is far more than the print media and is far reaching and therefore this medium requires a separate treatment. She agrees with the reasoning in judgment passed by the Supreme Court which struck down Section 66A of the IT Act as the section was vague and arbitrary. She expressed the need to regulate and monitor the content being shared online through a clear law and need for prohibiting objectionable or offensive content on internet.
