Should You Water Dormant Plants Through the Winter?

It's winter now and I've been getting the question, "Should I water my dormant plants through the winter"? And the answer is, yes, but not too much. The plants are now sleeping and not actively growing. They're not respiring as much so they're not losing much moisture through their leaves and it's much colder now so the pots don't dry out as quickly. On the other hand, they still need moisture to stay alive even though they're dormant.
