You read the title right! I have finally figured out how to max every single skill to max 99. This video will show how it's done. Well, the first thing you want to do is get a custom rare drop that comes with few skills as possible, like two or three. I managed to get another one here with two skills, instead of the usual three. Now, if you get one with two skills, both skills must have a minimum value of at least 16. I haven't tested one with three, but I believe a weapon that comes with three can have a lower minimum value, maybe 15 on all three skills. What you do next is use 3-star weapons as materials for adding skills. The material weapons will need to be at least above level 30 and always have every single skill the custom rare currently has. This is done so every skill always gets bonus points added and is especially important for skills already on a weapon. As had been mentioned before, skills that are already on a weapon are harder to max than skills that get added. Skills that already come on a weapon will rely heavily on bonus points to max them out. Once you've added all skills on your weapon the next thing to do is completely level it to max level 50 all at once. Use 4 or 5-star weapons as materials to do this. The reason for maxing it all at once is to get the most bonus points as possible. As I mentioned, you get bonus points if the material has skills the custom weapon has. Now, what determines how many bonus points you get is how many levels the weapon increases by at once. The more levels a weapon increases at once, the more bonus points are gained. This time not every single material weapon will need to have every skill your custom weapon has. You will only need to have every skill your custom weapon has on at least one of the many materials you're fusing. Having multiple material with the same skill doesn't add more bonus points either. It's simply all about how many levels the weapon increases at once and having each skill in at least one of the many weapons being fused. The only time you want to have every single skill your custom weapon currently has on materials is when using 3-star weapons to add skills.
