RADV Freesync with DXVK

The RADV freesync support is merged to mainline Mesa now. Oibaf ppa has it already, but its llvm 8 slows the frame rate. If you want to try radv freesync you can copy this to the folder /usr/lib/x86_64-linux-gnu.
