Peugeot 206 1.1 idle speed too high

*** Problem has been fixed watch this video: https://www.youtube.com/watch?v=vKAnFQ-S6hk&t=3s&frags=pl%2Cwn *** A 2005 Peugeot 206 1.1 with an idle speed that is too high. I replaced the engine recently but made sure to swap over all of the sensors and running parts from the original engine. I have checked the inlet manifold gaskets they are all sealing well The brake servo hose is connected and has no leaks I have removed the idle control valve, extended the pin fully and reinstalled it but the car pulls the pin back as soon as it is connected up. I've also tried another 3 throttle bodies, all are doing the same thing. The revs are just as high with the air filter ducting in place or removed. Plugging the car onto a laptop running peugeot planet no error codes are coming up and all of the parameter measurements seem to be fine. Any suggestions as to what could be the problem would be appreciated.
