They're not particularly hidden and they'll appear on the mini map when you're in the general area. Steer left or right with the gas pushed down to initiate a donut. Using the brake and e-brake may help. Starting with a burnout might be easier for you as well. If you're still having trouble, go to the garage and shift the cars handling all the way left towards the drift setting. This should make it very easy to initiate donuts. There's no reward for collecting them all as far as I know. This is just for completionists.
