Chief Minister Y. S. Jagan Mohan Reddy has approved creation of the AP Public Transport Department (APPTD) for merger of the AP State Road Transport Corporation (APSRTC) with the government. All employees of the RTC will be on the rolls of the APPTD. Emerging from a meeting where members of the expert committee submitted the final report on the merger to the Chief Minister on Tuesday, Transport Minister Perni Venkataramaiah said the APPTD would be established to convert the corporation employees into government employees. He said the Cabinet meeting, scheduled for Wednesday, would finalise the modalities. Leaders of the APSRTC Employees Union hailed the merger decision but reiterated their demand that their main demands such as job security, payment of salaries on a par with government employees and implementation of pension policy should not be diluted in the process. They said the Employees Union would not hesitate to take to agitations if their concerns were not addressed. The expert committee, headed by former IPS officer C. Anjaneya Reddy, in a series of discussions held with various stakeholders in a span of two and a half months, looked into key issues such as difficulties faced by the corporation and the reasons why the workers had been insisting on its merger with government. The subsidy burden and other aspects that contributed to the huge revenue losses to the corporation, effective measures to transform it into a modern, viable transport body which can run on its own were some of the focus areas. The ‘takeover’ decision is a major development for the public sector giant which has its origin in 1932. Established by the Nizam State Rail and Road Transport Department (NSR-RTD), a wing of the Nizam Railway in the erstwhile Hyderabad State, with 27 buses and 166 employees. From the Department of Nizam State Railway in 1932, it changed into the Department of Hyderabad State Government in 1951 and in 1958, it became the public carrier the ASPRTC as it is today. The APSRTC operates 12,027 buses, connecting 14,123 villages and serving millions of passengers per year.
