Manila City Jail Guards Freak Out Over A Camera

Here is something a little different. During one of my trips to the Philippines I decided to head over to the Manila City Jail to conduct an audit. It was outside the main gate that I encountered some guards who were not too happy with my filming there. Philippine Constitution, Article III, Section 4: “No law shall be passed abridging the freedom of speech, of expression, or of the press, or the right of the people peaceably to assemble and petition the government for redress of grievances.”
