Countries will conclude deal soon. India wants more nuclear plants. Need to abolish nuclear weapons. But some Japanese are reluctant - India has nuclear arms and hasn't signed the NPT. The Japan-India nuclear deal was slowed by Fukushima. Another issue is China. India is an emerging power. Energy demands are very high. Nuclear power is one solution. India wants to develop more nuclear plants. Indians admire Japanese technology. Both Japan and India perceive China as a threat. They both have a territorial dispute. But India doesn't want to be used to contain China. India has a non-alignment policy. China has been very sensitive to ties between Japan and India or India and the US.
