HP 4530s Troubleshooting (laptop won't start)

Going through various steps in an attempt to troubleshoot a problem with a new HP 4530s laptop computer. Problem is the computer won't start and there is a blinking (alternating white/amber) light near where the power cord connects. Early on I was able to get the CPU fan to power up, but the display remained completely blank.
