This is the only ability shard that is mandatory to get through the game, but isn't dropped by a boss or provided in a clear location after a boss. There is a quest to kill a bunch of these, so it's possible the dev team assumed everyone would do the quests and come across the shard eventually. Either way, here's where it is.
