Here's how to play Blackbeard in Rainbow Six Siege!
Blackbeard has two weapon options, both are totally viable.
Mk17 CQB - 58 damage per shot - high recoil especially if your shield is deployed
Recommended attachments
Acog Sight because it's simply the best - though it is worth mentioning that they did improve the reflex and red dot sights, the ACOG still reigns supreme simply due to its high visibility and easier time hitting headshots
Vertical Grip
Flash Hider - The Mk17 is best fired in bursts in almost all cases and because the flash hider reduces initial recoil for burst firing it is tailored to this weapon well.
I recommend the same attachments for the SR-25 for essentially the same reasons
Personally I feel like the best choice here is the Mk17 CQB, but that's because I don't typically like the single round rifles in siege due to the fact that a single shot from any weapon to the head will always kill the target, it's often best to throw as many bullets in their direction as possible while maintaining a semblance of accuracy.
I recommend running a stun grenade over the breach charge - because as I'll discuss later - Blackbeard is best utilized to clear out rooms from windows or other locations that he can minimize exposure of his lower body. Once those rooms are clear (or appear clear) he's going to want to enter and the stun grenade allows him to do so more safely - additionally they changed stun grenades to only have a 1 second fuse upon impact (as opposed to their 3 second fuse previously)
Gameplay and Tactics
His shield is not invulnerable - it can be destroyed, but it can take quite a huge amount of punishment before it goes down. At extremely close range, a shotgun might take it down in 2 shots. But at close range on something like an SMG it will take about an entire clip or more depending on the damage of that specific weapon.
Blackbeard is best utilized as a room or objective clearer from an external vantage point (typically a window). He can absolutely enter buildings and his weapon is versatile enough to allow him to do so - but that job is better suited to a blitz or Mountain. Blackbeard can be effectively invulnerable if the angle is to your favour, so you always want to be aware of the enemies sightlines on you.
His weakness is that his gun has increased recoil when his shield is deployed - however, the effect is fairly minimal. on the 3rd or 4th shot in a full auto scenario the spray pattern tends to go to the left. All this means is that to compensate you're going to want to fire 2-3 shot bursts. He also moves significantly slower (and I believe louder) with his shield deployed. Because you're usually going to be clearing from a vantage point outside this movement restriction isn't a huge deal.
Going against a blackbeard will often mean avoiding his clearing attempt by simply not being visible to his efforts and trying to flank him.
It's too early for me to say whether or not I think he's overpowered, but he is definitely one of the most powerful attacker operators available right now.
