Getting your first 100 subscribers itself can be incredibly difficult and gaining active subscribers is a completely different obstacle you'll have to over come. Lucky for you, getting your first 100 subscribers is the hardest part most of the time. Once you've got the ball rolling because of your 100 subscribers, 1000 subscribers comes easily. Myself and many other YouTubers feel that once you hit one milestone, the next one comes way faster because the ball keeps rolling at a faster rate on your channel.
