How to fix ATM3 or other Minecraft modpack FPS issues

UPDATE: If you continue to have latency issues after following these steps, try turning off Terrain Animations and Texture Animations in Optifine (if you have Optifine loaded). This seems to cause significant latency issues for some users (especially those with Radeon/AMD Graphics Cards).
