This is the Hot Wheels Sky Jump Speed Racer playset. This is the original Sky Jump set before they made a newer version that didn't have the Speed Racer theme. I personally like this one a lot better because the track layout is more complex. The cars zip through the track really fast because these Speed Racer cars are pretty light weight.
