It was meant to come after Windows XP, but long delays meant it was eventually "scrapped", and development was reset to rebuild it as Vista. Many of the features developed for Longhorn did end up in Vista, but not everything. Windows 7 was supposed to follow longhorn much earlier than it was actually released, and Longhorn was meant to be a stepping stone, like a minor update to Windows XP. Instead, we got a major update with Vista, and then another with Windows 7.
