GTX 1650 vs UNDERCLOCKED and UNDERVOLTED Radeon RX 570

I tuned my RX 570 for maximum power efficiency, underclocking it to 1000 MHz with an undervolting of 750 mV. This results in massive power savings while losing relatively little performance. Is it enough to compete against the extremely power efficient GTX 1650?
