After the death of Sonny Forelli, Tommy continued to run Vice City without any problems, until a gang attacked the port. Tommy doesn't know who did it, and orders Rosenberg to find out. In a short time it turns out that a group of Puerto Ricans had settled in Vice City long before, and was just waiting to hit the Vercetti empire. The Vice City Cartel gains power, territories and even reaches the doors of Tommy's villa.
