Residents were caught unaware as rising flood waters engulfed the streets of Mid-City in New Orleans, Louisiana on August 5th, 2017. Streetcars are stalled, Parkway Po'boys is flooded, and the neutral ground has become a safe haven for cars desperately trying to keep dry.
