The Sentinel's Plasmacaster's location is on the prydwen and can be purchased from Proctor Teagan once you reach the rank of Sentinel within the Brotherhood of Steel. SPOILERS START Becoming a Sentinel in the Brotherhood of Steel requires you to side with them for Act 3 of the Main Story quest.
