Fallout 4: Settlement Bug

Not sure why, but I randomly get low water, food, defense, and beds report in settlements at times. This reduces happiness until I go to the settlement. Once in the settlement, if I just hang around for a few minutes, all stats will return to normal, but happiness does not recover. All previous settlers were already assigned to a duty.
