Did Kathleen Kennedy REALLY delay the OBI-WAN KENOBI series?

According to Collider, the Pinewood Studios London set for OBI-WAN KENOBI was shut down, and crew members were sent home as a result of Kathleen Kennedy not liking the scripts for the Ewan McGregor led series. However, at D23 she had claimed all the scripts were written.
