Can you listen to the UK Police Force with a $10 SDR Receiver?

In this video today we look at the history of police radio and its current encryption and discover a novel way that you might hear the police using a simple $10 SDR receiver. Some of the comments are raising questions re the technical explanation of Tetra, please note this information was gathered from many disparate sources and as I am not an expert in this field I am simply relaying information that I have found on the internet about this subject as I was asked and thought it would make a fun video. Also to be 100% clear I didnt expect to hear the police on this frequency the reception was unintentional on my behalf and the point of this video is to prove that you might hear them on your SDR or scanner.
