Thousands of soldiers, along with police, in Rio de Janeiro are taking control of the west side of the city as part of a wider security operation. Brazil's President, Michel Temer, ordered the military takeover in response to a recent spike in violent crime. But many are skeptical this latest intervention will have any lasting impact.
