Russia and the US have agreed to create two interagency strategic stability working groups following the second round of bilateral consultations in Geneva. Russian Deputy Foreign Minister Sergei Ryabkov confirmed the move during a meeting with journalists on Thursday.
“The first working group will deal with the principles and objectives of arms control in the future, and the second working group will deal with the issues of capabilities and actions that have a strategic effect.” stated Ryabkov.
The Russian deputy foreign minister noted that the activities of such groups would cover the full range of work to be carried out.
Ryabkov also said that Russia and the US still had enough disagreements on a number of key issues. Ryabkov also referred to the talks between Russian President Vladimir Putin and US President Joe Biden in Geneva in June. The Russian deputy foreign minister expressed hope that the heads of state’s agreements would be implemented through the efforts of interdepartmental delegations.

Today we have agreed to establish two working groups that at an expert level will cover the whole ground. The first working group will deal with the principles and objectives of arms control in the future, and the second working group will deal with the issues of capabilities and actions that have a strategic effect. As they were made, you could easily see that it covers the whole ground about our future work. We will meet again and the intercessional period will use to exchange further documents, ideas, questions, and answers. So, it’s on the right track and we’ll get some momentum. Having said that I need to underscore, that differences on many issues are multiple and rather deep. It’s life. Of course, that’s regrettable, that the US in many ways doesn’t seem to take into proper account our preferences, our concerns, our ideas, like for instance, the prospects for the US to introduce the intermediate and shorter-range missile of ground-based character in Europe and Asia, but we will, I hope, it would be possible to get to some understanding in this area as well in future. We will persevere, but in general, the balance is a positive one and I’m hopeful that what the two presidents agreed, back in June when they saw each other here, in Geneve, would be implemented through the efforts of our interagency delegations. Both sides sent here very capable and rather high-level delegations and people know each other. It’s not an easygoing process, but still, in terms of process I don’t think there are any deficiencies.”
